Like in Skyrim, you will find scrolls across Cyrodiil, mostly as fixed loot rather than as random treasure. You will be able to purchase some scrolls from spell merchants, who will have a random selection of standard scrolls they might sell. Scrolls can only be sold to spell merchants and general goods merchants.
