Navam Veran is a Dark Elf caravaner whose Silt Strider is available for hire in Ald'ruhn. From there, he can take you to Balmora, Gnisis, Khuul, or Maar Gan, for a price.
He is wearing a common shirt with matching pairs of pants and shoes. Aside from his natural resistance to fire and the sanctuary provided by his ancestors, he knows no spells.
