I always thought the static wells should have the ability to provide something more than looks. In this case they provide a well to enter and explore, and then after the well is restored, you can use it like the arena basin, with restoration qualities. There are 25 activated wells once the quest line is complete that you can access. Talk to the Master of Wells in the Imperial City Market District Office of Imperial Commerce to get the quests to restore all the wells inside the cities of Cyrodiil.
