Beggars are generic Khajiit that can be found at the Canebrake Market in Mistral. They have no unique dialogue. One of the beggars will sneak up the hill and dig through the merchandise at the market before slinking back down. Two more beggars are located behind The Boatman's Tail.
A beggar can also be found at Bolga's Hunting Camp, fishing. Another can be found roaming about the Temple of the Dark Moon.
