These identical Covenant Soldiers are assisting in the assassination of Jorunn the Skald-King by infamous illusionist Dhalen. Dhalen has partnered with the Stormfist Clan to rid them and the Covenant of the Ebonheart Pact's leader and thus its stability, leading to the downfall of the Pact. These soldiers in particular appear behind Lord Vurlop as he makes his grand speech about killing you, before Naryu Virian appears and interrupts his speech, killing the two Covenant soldiers in the process.
