Drulis is a Dark Elf researcher found south of the settlement of Hissmir. He is Gathotar's apprentice.

You'll find Drulis along the coastline, south of Hissmir. Speak to him.

"Did Gathotar send you? What's he want now? Shall I strip naked and chase thunderbugs?"
Gathotar needs to collect wamasu lightning.
"That's his problem. He must be crazy if he thinks I'll suffer through another of his experiments.
Did he tell you about the magicka-storing belt? Nearly cut me in two."
He wants to store magicka in the amulet as well.
"He's tried that too many times to count, and I have the scars to prove it.
I've been bait for cave trolls and dug through dung piles, but getting myself shocked to death isn't research. It's torture."
What's so special about the amulet?
"The amulet would be a catalyst for spells Gathotar has been researching. He hopes to use it to recharge staves more quickly.
Well, I found a wamasu for him, but I won't be his test guar any longer."
[Persuade] The amulet sounds safe. I'm sure he means you no harm.
"Perhaps you're right. He hasn't killed me yet.
Though he might succeed this time. Let him know I'll test it shortly."
If you won't collect the lightning, I will.
"Be my guest, but I warned you. All of Gathotar's experiments result in blood loss.
That flat-head still blames me for the failure of his Wand of Satiation."

If you speak to him after deciding to collect the lightning yourself:

"Good luck with Gathotar. He's a stubborn old Nord."

If you asked him to charge the amulet:

"I know I'm going to regret listening to you. Just another day in the life of Drulis, the madman's apprentice."

After the quest, if you tested the amulet:

"That was an impressive bit of work. I was right to doubt Gathotar's claims about the amulet. Thank you for sparing my hide that bit of unpleasantness."

After the quest, if you choose not to test the amulet and have him to test it out:

"Is it still after me?"
I don't see anything coming for you.
"I can't believe I trusted you. I let him trick me into yet another death trap!"
What happened?
"The amulet didn't protect me against the lightning, and the beast's jaws nearly took my head off! It destroyed my favorite shirt. Gran made that shirt!
Now leave me be. I don't want that thing finding me and finishing the job."
