The Madman is an insane guest staying at the Chateau of the Ravenous Rodent under Sheogorath. He is one of the possible candidates for eviction, but the real guest who doesn't belong is the noble. You can initially speak to him through the door, but if he is evicted, he will exit and attack you.

Several madmen can be encountered when you're on the way to light the heirooms.
