Scribing is a system released with the Gold Road chapter that is associated with the Mages Guild. The system allows players to collect, build and customize special skills to diversify your gameplay.
How to BeginEdit
There is a pamphlet titled On Behalf of the Mages Guild of all Tamriel posted on the wall west of the Skingrad City Wayshrine. Reading it grants you The Second Era of Scribing, the first quest in the Scribing storyline.

Luminous InkEdit
Crafting a new skill requires 3 Luminous ink, one for each of the three scripts. If you modify only 1 or 2 scripts on an existing scribed skill, you will only need to use 1 ink per script changed. Each of the quests in the Scribing quest line will reward you with some ink. Beyond that, you can obtain ink from crafting nodes (after completing The Wing of the Netch), and from normal enemy drops (after completing The Wing of the Gryphon). As of chapter launch, ink is not dropping from Bosses, though that will be addressed in a patch update shortly. Note that you only need to do these quests on one character for Luminous Ink to begin appearing in drops for all other characters. It is unclear whether it is worth doing those quests on subsequent characters for the guaranteed ink they provide or whether more ink would be obtained by harvested nodes in the time the quests take to complete. If you have an ESO Plus subscription, Luminous Ink is stored in your Crafting Bag, so it doesn't use up space in your backpack and can be accessed from all characters.
SkillsEdit
Scribed skills, once created, will show up in your regular skill trees as Active skills, and can be slotted into your skill bars in the same way. They can be cast for a cost of Magicka or Stamina just like any others. Unlike regular skills, they do not require the investment of a skill point, and do not gain experience through use, nor may they be morphed, though the scribing system allows you to customize them as often as you like, provided you have the Luminous Ink to support it. The skills will vary in name and visual appearance based on your choice of Focus Script, though the skill icons remain the same. The scribed weapon skills do still require you to have the appropriate weapon(s) equipped, and scribed skills do count as Active skills in their given trees for the purposes of any Passive skills that depend on Active skills being slotted.
ArchiveEdit
Once you have created a skill, it will appear in the Archive, which you can see at the Scribing altar in the Scholarium. This allows you to easily switch back to previous versions, though doing so will still consume 1-3 Luminous Ink depending on how many scripts differ between your current version of the skill and its archived version.
If you're thinking about filling your archive with every possible combination, there are between 280 and 504 different allowed combinations for each Grimoire, for a total of 4,461 potential skills. (There would be more, but some Script combinations are disallowed.)
GrimoiresEdit
Grimoires are books which can be used to add new skills to several skill lines. There are currently 11 of them in total. Each need only be purchased from Chronicler Firandil in the The Scholarium once per character. They cost 50,000 the first time, and 10,000 for other characters on your account. Once purchased, you need to use it from your inventory to add it to your available Grimoires in the Scribing interface. Most Grimoires require certain achievements in order to unlock them. ScriptsEdit
To craft a skill, you will need 3 scripts, one Focus Script, one Signature Script, and one Affix Script. You cannot craft a skill without one of each of compatible types. Scripts can be purchased from Chronicler Firandil or found in various ways, and are single-use. Most need to be unlocked in some way.
Focus ScriptsEdit
The Focus Script will determine the name of the skill you scribe, and the overall type of skill it becomes. Certain Focus scripts will disallow Signature and/or Affix scripts, generally a matter of the skill being offensive or defensive.
