Tabil is a Khajiit who can be found at the Baandari Trading Post. You'll first meet him outside the Cat Tail Stables where he'll ask you to speak to his clan elder, Eraral-dro, to whom which he is apprenticed.

Approaching him before you start the quest:

"Only the brave travel these roads now."

If you speak to him before speaking to Eraral-dro, he'll instruct you so to do:

"A thousand pardons, but please do not stray too far from the walls while in our village. It is for your own safety, and ours.
Our shops are still open, for your convenience."
Is it not safe here?
"Well, it's safe here. Outside, not as much, with the Gold Coast mercenaries looking for trouble.
From the looks of it, you know how to take care of yourself. Honored Eraral-dro should meet you, I think."
Who is he?
"He is our clan's elder, and I am his apprentice. His worries weigh heavily upon him, and I wish to unburden him.
If you will help him, you help us all."
I'll speak to him.

Speaking to him again:

"The Baandari will see to it your stay is pleasant, my friend."

After delivering the false orders to Captain Aurelia Blasio, he'll whisper to you from behind her tent:

Tabil: "My friend, I must speak with you."

Speak to him, and he'll say:

"Good to see you in one piece. I take it the captain didn't have any, ah, questions you could not answer?"
She's sending her men to the werewolves as we speak.
"Very good. The Gold Coast mercenaries are nothing if not skilled at fighting. The werewolves will be no match for them.
Honorable Eraral-dro spoke highly of your skill. We'd hoped you'd follow through with our little deception."
What's your plan?
"Kill the commanders in the mercenaries' ranks. Make it look as if they fell to werewolves. You'll need a paw from a werewolf for the right marks.
That should distract them for a bit. Eraral-dro will be at the gates when you return. Be safe, friend."

A Tangled NetEdit

After gathering support from the merchants, Tabil will hail you:

Tabil: "My friend! We have a problem!"

Finding out that Eraral-dro has been taken captive by the mercenaries:

"Come quickly! They took Honorable Eraral-dro!"
Wait. What's happened?
"The Gold Coast captain was very angry. She and her men and took Eraral-dro captive.
She said I could go free if I brought this message to you. I didn't want to leave my master, but you can help him more than I can."
Where are they now?
"At the captain's tent on the hill.
I'll make arrangements with the traders while you are gone. Please, help my master!"

He walks away and talks to himself.

Tabil: "Eraral-dro commanded me to stay. I can't leave!"

Returning to him from speaking to Eraral and the captain, you'll find him between the Fighters Guild and the stables:

"You returned! I kiss the two moons in thanks!
The mercenaries await. The merchants arranged a strange bargain for them."
Strange how?
"I was expecting gold, but instead they brought entertainers. The mercenaries are less partial to riches and more to pleasure.
I'm no good with such things. Entertainers. Talking to them, I mean!"
I'll take care of it.
"You are a true friend to the Baandari! I'll tell you what I know.
Each entertainer has a specialty, of sorts, that hopefully matches the tastes of the mercenaries. You'll just have to figure it out, I suppose."

Speaking to him again, he will repeat:

"Each entertainer has a specialty, of sorts, that hopefully matches the tastes of the mercenaries. You'll just have to figure it out, I suppose."

If you make a mistake in the quest, you can return to him to reset the objective:

The negotiations didn't go well.
"No good, no good. Well, go back in and I will try and patch things up."

Once you've succeeded, however, he'll enter Fazaddu's House and say:

"I saw three satisfied mercenaries leave here. Things went well, then?"
I think it was a success.
"The captain will have no one to support her should you attack. If there ever were a time to rescue Eraral-dro, this is it.
Please go quickly, and make sure he hasn't been harmed!"

After Eraral returns to the trading post, he'll say:

"You are a true friend to the Baandari."

And after completing the quest, he'll say:

"The Baandari owe you a great debt, my friend."

Tabil will remain across from the stables for the remainder of the game.
