Dragonskin is a perk that all members of the Dragon Race possess, which includes all dragons found in the game. It negates 50% of incoming damage from all creatures and NPCs,[verification needed — Do dragons take half damage from damage sources? e.g. Traps.] but not the player.
Although Miraak also lays claim to the title of Dragonborn, the game code for this perk only checks for the player character specifically.
