There is a hidden 'Sway' check running during the Council Club encounter that can convince Vermethys to let you go without a fight. It relies on your character's Personality, Speechcraft, Luck, Fatigue, and Vermethys' disposition.
Vermethys will take up to 10,000 gold, if you have that much in your possession.

I was stopped on the street today by one of the Andothren city guards. He told me I did not have some document that is required for all travelers in the area. He let me go with a warning and said I must go to the Council Club in the western part of Andothren to get my paperwork in order as soon as possible.
