Lancen Pariclopetus is an Imperial priest who can be found in the undercroft of the Grand Chapel of Talos in Old Ebonheart. Said undercroft can be accessed by entering the grand chapel, and then descending to the bottom of the towers.
During the events of the Imperial Cult quest, Theft of Brass, it is Lancen who gives you a lead as to a likely thief:
