Pogonophilus Luctor is a corrupt Imperial Scribe encountered during the events of Disarming the Tong and Sugary Business. He toils for House Hlaalu within the Port Authority building in Andothren. Terrified of the Camonna Tong that rule the city's underworld, Pogonophilus generally does their bidding. In Disarming the Tong, for example, he puts aside several illegal jinkblades for their use after they threaten him.
The rogue Tattara seems to know Pogonophilus well, and will refer you to him on two occasions. This is likely due to their shared history working on the docks for the Hlaalu.
