¥R. (fl. 2E 864), whose full name is unknown, was a well-traveled Altmer individual with a vague role within the Second Aldmeri Dominion as the military attaché for the Imperial City, while his father and uncle were councilors on the Thalmor.[1]

¥R's father was opposed to Andel Crodo's policy of non-intervention, and eventually passed away, but ¥R chose not to follow in his father's footsteps. As punishment for not doing so, ¥R was sent off by his uncle to become the military attaché for the Imperial City during the time of the Tiber War. But ¥R's uncle had also advised him to take a sojourn across the Outerlands of Tamriel before taking on his post, which ¥R successfully completed.[1]

During this sojourn, ¥R acquired a pamphlet of "propaganda", which had been generated by Tiber Septim's new regime and was entitled A Pocket Guide to the Empire and its Environs, describing Tamriel and its many cultures. Throughout his preceding journey in the Outerlands, ¥R wrote his own commentary inside the guide, refuting claims made within it he deemed to be false, as well as noting observations of things he had seen throughout his travels.[1] He also included many drawings and sketches of the lands and their people. Notable encounters in his travel include one with Basil, the leader of the Restless League.[2]

After finally settling in the Imperial City circa 2E 864, ¥R forwarded the pamphlet with his additions to his uncle. His sojourn across the world spurred the belief in ¥R that Tiber Septim was still on the ascendant may have truly been the "Dragonborn" as foretold, despite what the orcales back home have predicted. Thus, in his aforementioned forward, ¥R included a letter urging his uncle to submit his findings to the full Council, pleading with them to discontinue Andel Crodo's policy of non-intervention and begin pulling for all the Elder Races to unite at last, or face doom at the hands of men.[1]
