Pellecia Aurrus is an Imperial pauper living in the "poor" section of Ald'ruhn. She can be found inside her house in the eastern part of town. It is not clear why a 'pauper' has a complete set of Imperial armor in a locked (75) chest in her basement.
She is wearing a common shirt, skirt, shoes and ring. Aside from her natural charm and ability to absorb fatigue from others, she knows no spells.
As an almoner for the Imperial Cult, you can ask her for a donation for the Buckmoth fund, but she will politely refuse.
