A Blinding Flash is obtained by destroying 5 Watchers within a single Wounding Portal during the Iozuzzunth battle in Veteran Vateshran Hollows. A Watcher will spawn every 15 seconds, so you'll have to keep the battle going for over a minute and fifteen seconds before going into portal.
