Dalse Nithryon is a Dark Elf found in the Ebonheart Pact Base in the Imperial City Sewers. Her role in the war effort is to maintain a supply of fresh water for everyone in the base. She's had her cohorts build a contraption out of barrels, crates, tarps and other odds and ends that filters rain water that falls in through the sewer grates.
