Exarchs of Dross are various crows belonging to the Exarchs of Dross, the rivals of the Blackfeather Court found in the Clockwork City.
They can be seen in large groups in the beginning area of the Machine District of the Brass Fortress. The Duke of Crows orders you to scatter them.
