The Fate-Bearers are a group of prophetic Dark Elf assassins based at their shrine of the changing fates out of Vvardenfell. They use the rare gift of sight to see what the future holds, eliminate targets that have the potential to cause unmitigated disasters. Good and evil have no bearings on their visions, but it is the actions of individuals they focus on.
A group of them is active in the Gold Coast, and responsible for the deaths of many citizens, as well as threats to many others.
Evidently, while their visions are accurate, their actions are not infallible, as they seek to assassinate Naryu Virian despite Veya Releth being the catalyst for impending doom.

- Despite the Fate-Bearers serving as a major hint of upcoming content in Vvardenfell, as well as Louna's hint at another encounter together there if she is allowed to live, the Fate-Bearers don't appear in the Morrowind DLC, other than Nothas Vules' implied ties to the group.
