- Reduces the Movement Speed penalty of Sneak by 5% per stage.
Fleet Phantom reduces the speed penalty of sneaking by up to 25%. This cumulates with other similar bonuses such as Light Armor's Light Armor Bonuses and Improved Hiding.
This bonus is completely useless if you are a Vampire (Dark Stalker) or wear Night's Silence set as both already make you ignore the speed penalty of sneaking.
This bonus is useful if your character isn't a vampire and is slow by default or for specific parts built around sneaking such as Lord Hollowjack's stealth phase.
