The Arena District in the final release

Councilor Lovidicus gave me a sealed envelope that he claims is intelligence vital to the war effort.

I helped rescue Councilor Lovidicus from the Daedra in the arena and in exchange he offered up valuable intelligence that may help us reclaim the Imperial City.
