Jagar Lovidicus was an Imperial who could be found in Arena District. He was attempting to rescue his brother, Chief Councilor Lovidicus of the Elder Council, who had been captured by the Daedra and tortured in the arena.

If you accepted the quest from Ezudash, Priestess Simplicia, or Vorias Ahlaz:	Accepting the quest directly from Jagar Lovidicus:
"Shh! Damn it. Can't you see I'm trying to be subtle here? Subtle. That means I don't want to get noticed. So just go on. Stop noticing me."	"Shh! Damn it. Can't you see I'm trying to be subtle here? Subtle. That means I don't want to get noticed. I'm trying to rescue my brother, but I can't very well do that if the Daedra see me, can I? No. I can't."

I was told the head of the Elder Council was captured.

"Yeah. That's right. My brother. I didn't say he wasn't the head of the Elder Council, did I? No. Just didn't seem relevant, but now it does.
So, yeah. He's here. They trot him out, abuse him, and then lock him back up. You want to help rescue him?"

Sure. What do you want me to do?

"Wait … what? You're just going to march out there, and what? Fight a slew of monsters?
You're really that tough? Yes, okay then. That's good. You do that and I'll get my brother."

Can you be more specific?

"I don't know. Do I look like a professional rescuer? No. Because I'm not.
So you'd know better than me. But maybe you could provide a distraction? Go challenge the arena or something?"

After rescuing Councilor Lovidicus:

"Hey, do me a favor, will you? If you could … just keep this between us. This little rescue here. Not everyone likes my brother, you know?
And I mean, really, it's just not relevant, is it? To other people, I mean. So yeah. Just quiet."

"Eyes of Akatosh! You just went out there … and just … just like that, like it was just a small matter or something.
Here I was talking to you, and you didn't even say anything. I think that's kind of rude, isn't it?"

"Look, if you get killed out there, don't blame me, because I was just joking.
I don't want people going around saying Jagar got someone killed, because it really … it won't be my fault."
