The legendary Palace of Kings in Windhelm, seat of power for Jorunn the Skald-King, was severely damaged when the Akaviri attacked the city. After years of renovation, it's almost ready to once again be opened to the public.
Palace of Kings

The Palace of Kings is the seat of power for High King Jorunn, ruler of Eastern Skyrim and leader of the Ebonheart Pact. It is located in the middle of Windhelm, just up the stairs from the wayshrine and Windswept Stalls.

The palace is initially inaccessible, with Housecarls Larsstar and Nelmryn standing by the entrance and refusing to allow anyone inside, but entry can be gained by speaking with Housecarl Vaer during the pursuit of Sister Balra.

It is swiftly discovered that the Icereach Coven have massacred the palace staff, as cooks, workers, as well as Sentry Alma, can be found dead in the halls. Sister Balra is found with the king, trapping him in the dungeons in preparation of the ritual she has planned. Upon completion of the quest, all the corpses are removed and several Windhelm Guards take up residence here. Jorunn will remain in the main hall.

  • The building was initially inaccessible at launch, where it was explained by Jorunn that reconstruction efforts were still ongoing after the Akaviri Invasion.
  • It previously appeared in Skyrim under the slightly different name of "Palace of the Kings". It is still spelled this way in some lines of dialogue.
