Rorygg is a Nord found in the settlement of Senie. He's standing at the eastern end of the bridge, west outside of town.

Approach him and you'll hear him say:
- "The hearts of Dunmer are as dry as their lands."
Speaking to him if you start the quest from him:
- "Look at the devastation! And in the face of all this, they still argue.
You can't believe it either, can you?" - Who's arguing? What are you talking about?
"The Dunmer and the Argonians! Well, mainly the Dunmer.
A volcano's devastated Senie. Now flaming shalks are attacking the survivors, but the Dunmer won't accept help from the Argonians. Damn their pride!"
- What can be done?
- "These people need help. Soft-Scale can make a burn salve out of shalk chitin."
- All right. Then I'll kill shalk and bring their chitin to Soft-Scale.
Asking him further questions:
- "Shalk are all over the town. Collect their chitin and bring it to Soft-Scale."
- Why are the Dunmer and Argonians arguing?
- "Bad blood. I thought everyone knew that.
Back before the Ebonheart Pact was formed, Dark Elves enslaved Argonians. They raided the Black Marsh and brought the captives up here to work." - The Argonians must still resent that.
- "Sure, but the bigger problem is the Dunmer. They used to be lords and masters until the Pact was formed.
Now all of the sudden, the Argonians are free and everyone is equal." - So the former slaveholders are having trouble adjusting.
- "Ha! Spoken like a courtier. You know, just saying everyone is friends doesn't make it so.
Forming the Pact was a battle, and there are still many sides to it."
If you collected the chitin and haven't spoken to Soft-Scale yet:
- "Are you looking for Soft-Scale? He's on the far side of town from her.
Look for the temple."
After you receive the balm from Soft-Scale:
- "I hope Soft-Scale's balm worked.
Now if these milk drinkers can actually stop squabbling, that will be magic."
After you speak to Walks-in-Ash and before finding Morvani, he will say:
- "Morvani is missing? I haven't seen her.
It wasn't the Argonians, though. They have no reason to hate her, despite her father."
After the quest:
- "Amazing. This is what it takes to get the Dark Elves working with the Argonians? An erupting volcano?"
