Detailed WalkthroughEdit
Learning a Summoning RitualEdit
As you approach Cipher's Midden, you will see and hear a Redguard man dispel a green orb. He will call you over and introduce himself as the arcanist Azandar al-Cybiades. Speak with him to begin the quest. He will explain that while attempting to create a relic called the Fateweaver Key, something went amiss and caused his fate to fray. He needs assistance tracking down a former associate who might be able to help him solve the problem.
Meet Azandar in the center of Cipher's Midden and talk to him to learn what's next. In order to find his former collaborator, Martina Abor, he will need to summon a particular Watcher. In order to summon the Watcher, he will need to acquire a book containing the research notes of Cipher elder Nelqueriel.
Azandar will perform a ritual to locate the book. Unfortunately, that particular book has been inhabited by a Tomeshell. When you reach for it, the Tomeshell will fly off. You will need to chase it down until it dives into another stack of books. You can then take and read Predestination and Paradox: A Treatise to learn the ingredients for the summoning ritual.
Azandar will instruct you to gather the Expunged Tomedust and Seeker Talon while he collects the Black Ichor. The tomedust can be found inside the Expungatory, inside the Ciphers Repository in Cipher's Midden. Though not part of the quest, Nelqueriel can be found here and she will explain more about the expungatory, if asked. On the floor are four piles of interactable dust called Expunged Sigilis Tomedust, Expunged Runeform Tomedust, Expunged Arcanum Tomedust, and Expunged Daedric Tomedust. The latter is the one you're after. When you are looking for expunged tomedust to help Azandar summon Tem and you uncover a pile, you will hear ancient text speaking:

- Ancient Text: "And Fire rained down…"
- Ancient Text: "… above the moon of Masser …."
- Ancient Text: "… beyond sweet Oblivion, ensnared within the runes of my dark love …."
To find the talon, head southwest from Cipher's Midden. Stuck in one of the resin plants will be a Seeker's Talon. Interact with the Embedded Seeker Talon to collect it.
Summoning TemEdit
Once you have gathered the ingredients, meet Azandar at the Altar of the One Who Knows to perform the summoning ritual. He will be shooing off another Frayed Fate as you approach. Speak to him to receive the Black Ichor and learn your role in the ritual.
As Azandar recites the incantation and mentions each of the ritual offering ingredients, you will need to place them on the altars surrounding the dais. First, place the tomedust on the left altar; next, place the talon on the center altar; finally, place the ichor on the right altar.
During the ritual, the Watcher Tem, the Omen of Destiny, will appear in the center of the dais. He will be reluctant to answer Azandar's question directly, but he agrees to speak with you. Tem tells you Martina's location and warns you about Azandar's hubris and folly. After Tem departs, you can speak to Azandar to learn more about Martina and his research.
Martina's SanctumEdit
You will meet Azandar in a public dungeon called The Underweave where he will be your follower. He will tell you that the Fateweaver Key is synergizing with something in Martina's Sanctum and pulling him toward the east. Head east until you reach the Heart of the Underweave. Azandar will use magic to open the sealed door to Martina's Sanctum.
Inside, you will find the body of Martina Abor surrounded by an active magic circle. Azandar needs a moment and asks you to search the area. You can interact with a Mysterious Experiment and read The Never-Woven, which contains Martina's research notes and mentions her fate fraying just like Azandar's fate. Then you can search Martina's Body to collect Strange Fragments.
Once you have completed your search, speak to Azandar. He is interested in the part of Martina's research that discussed scrying for Frayed Fates. You can question him further about Martina if you so choose. He then asks you to meet him back in his rooms at Cipher's Midden.
In Azandar's Lodgings, you will notice that Azandar has set up four beacons around the room. He wants to attempt Martina's method for scrying for Frayed Fates. He gives you The Fateweaver Key and instructs you to activate the Scrying Beacons. A portal appears in the center of the four beacons and shows Azandar the location of one of his Frayed Fates. Speak to him after the portal disappears to learn that the location is "a sinkhole in reality, a graveyard for ships from across the realms" to the north.
Fathoms DriftEdit
Meet Azandar outside the delve Fathoms Drift. He will be in the middle of dispelling another Frayed Fate. He will then tell you to use the Fateweaver Key to lead you to the Frayed Fate that you scried previously and smooth it back into the universe. Follow him into the delve and look for green orbs of light with which you interact to untie a Fate Thread.
Eventually, you will reach the door to Fathoms Drift Wreckage. Inside, Azandar will run up a ramp to the deck of a wrecked ship. There you will see a ghostly figure swabbing the deck and complaining about his lot in life. The figure looks suspiciously like Azandar. As you watch, a red figure appears behind the ghostly one and appears to kill and absorb it, after which it makes exultant comments.
Azandar will summon two runeforms, one on either side of the red figure. He instructs you to use the Fateweaver Key to activate the Fatebinding Rune Alpha and the Fatebinding Rune Zeta. Doing so, you seal the Frayed Fate. Azandar shares that he is concerned that a Frayed Fate has grown in strength and become adversarial. He asks you to meet him back at his room.
When you arrive at his lodgings in Cipher's Midden, he is excited about the new discoveries the two of you made. He claims you make a great research duo together and offers continued collaboration as a companion upon quest completion.
