Windhelm is a major city in the northeast of Skyrim near the Dunmeth Pass to Morrowind, and the capital of Eastmarch. Lying near the coast at the northern tip of Eastmarch, the city is extremely cold and frequently experiences blizzards. The ruler of Windhelm is Jarl Ulfric Stormcloak, the leader of the Stormcloak Rebellion, who resides in the Palace of the Kings. The city does not comply with the Imperial ban on Talos worship and features a Temple of Talos, and anti-foreign sentiment is common among the Nord population.
The temple and inn lie along the main avenue of Windhelm, in the Stone Quarter. To the west is an open-air market, where Niranye operates a general goods stall with a nearby arcane enchanter, Aval Atheron sells fresh meats, and Hillevi Cruel-Sea sells produce. The oldest section of the city is Valunstrad, "Avenue of Valor" in the old Nord language, which contains the palace and several residential buildings. Because of its proximity to Morrowind, Windhelm also hosts a sizable population of Dark Elves who sought refuge in Skyrim after the eruption of Red Mountain. The Dark Elves are confined to a cramped slum below the rest of Windhelm called the Gray Quarter, previously known as the Snow Quarter. The Dunmer are not violently persecuted, but the local Nords are suspicious and outwardly xenophobic, while Ulfric Stormcloak turns a blind eye to their plight. Argonians also populate Windhelm, but are prohibited from entering the city itself and are forced to live and work on the docks outside the walls. Brunwulf Free-Winter, a supporter of the Argonians and Dark Elves, believes the Argonians must remain outside the city for their own safety from the prejudiced Nords who follow Ulfric's beliefs.

BugsEdit
- Some of the walls in Windhelm will spurt blood when hit with a weapon.
- One of the walls of the exterior of Clan Shatter-Shield's house has no collision.
- NPCs will die randomly due to glitches (not dragons, vampires, the Butcher, or any other creature or NPC - the bug is confirmed to occur after the murderer is caught in Blood on the Ice and before dragons and vampires are activated). These include Angrenor Once-Honored, Arivanya, Captain Lonely-Gale, and Nilsine Shatter-Shield. In Angrenor Once-Honored's case, he may spawn at the wrong height and fall to his death. Other NPCs such as Captain Lonely-Gale may fall to their deaths when the ground glitches underneath them.
