Haggle, Debate and Sway checks are run on choosing certain dialogue options. All of them take into account your character's luck and fatigue, and you can increase your chances of success in any of them by having full fatigue when initiating the conversation. The checks similarly take into account the disposition of the target, with higher disposition increasing your chances of success. Each type of check also measures an attribute and a skill. Haggle measures Personality and Mercantile, Debate measures Intelligence and Speechcraft, and Sway measures Personality and Speechcraft. Characters with high stats in the relevant attribute and skill are more likely to succeed on the check.
This quest is timed, and once you have received your first journal update on it, you will need to either free Shenjirra or else buy some time, otherwise the cart will disappear soon after you leave the area.
If not able to unlock the door by other means, you can pickpocket or loot the Key to Shenjirra's Cage from the guards.
