Cerul Arnem is a Dark Elf enchanter and Hireling of House Telvanni who runs his store in the center of Port Telvannis. Arnem has a long-standing rivalry with another local enchanter, Turosi Salvel, although the latter has recently given him a gift in an effort to stop the feud.
He wears an expensive robe, belt, pair of shoes, pair of gloves, and a unique Siren's Ring. He wields an iron tanto, and carries many of the scrolls and enchanted items he sells in his store. Aside from his natural resistance to fire and the sanctuary provided by his ancestors, he knows the following spells: Blood Curse: Fatigue, Calm Creature, Calm Humanoid, Cure Common Disease Victim, Daedric Bite, Dire Shockball, Dispel, Fire Storm, Firebloom, Flamebolt, Frost Bolt, Frost Storm, Frostbloom, Lightning Bolt, Lightning Storm, Poisonbloom, Shadow Weave, Shockbite, Shockbloom, Sotha's Mirror, Spell Absorption, Strong Resist Frost, Strong Resist Magicka, Strong Resist Poison, Strong Resist Shock, Vivec's Feast, Vivec's Wrath, Weakness to Corprus Disease, and Wearying Touch.
