Cervius Veris is an Imperial merchant residing in his shop in Helnim. He offers a little bit of almost everything, including, as it transpires during one quest, extramarital relationships.
It turns out during the Mages Guild quest Counterintelligence that Cervius has been pursuing a relationship with one Theneria Vanil, as confirmed by his friend Ralten Affinia. Cervius' disposition drops accordingly if you threaten to inform his wife, Lielle Veris, but it seems that she is already aware and making plans to leave him.
