Indoril Balver is a Dunmer warrior and the nominal master of Khalaan. He can be found in the Manor of the Lord. It was he who, when on learning of the approach of Tiber Septim and his legions, ordered that a rite be performed that dragged the city of Khalaan wholesale into Oblivion. While well aware of the miseries of this new locale (and thoroughly disembodied as a result), Indoril Balver stands by his choice:
"There is nothing to justify, outlander, because it was not a decision. It was a revelation, a realization of what simply had to be done. A result of long hours and many thoughts, but they all died and faded as I was presented with the ultimate truth. This reality is a twisted, unnatural delusion, in so many more ways than any demon could even begin to imagine. Yet, despite this, I could do nothing to stop it. In the end there was no other choice worth considering."
He is supported in it by his wife, Indoril Dilale, although a number of other ghosts in their shared residence of the Manor of the Lord do sound more negative about the situation - those still sane, that is. Indoril Balver does think upon his actions however, and the most persuasive might reveal a more hidden regret:
"I am not proud of it, but it's the only state that makes sense at this point. Perhaps, if I could turn back time... But there is no such thing as turning back time. This fire is all I have and it is all I wish to have."
