Nalvs Andolin is a Dunmer priest and a Master of the Tribunal Temple in Andothren.
In his role as Master of the Temple, he is ultimately responsible for financing the sprawling charitable works that the Temple undertakes in Andothren, and thus has a wry eye for a bargain and the Temple budget - he will be thoroughly disappointed if you blow through the Temple's limited budget for food during the quest, Kitchen Supplies. The Temple seemingly struggles to afford the services it provides, and so Nalvs must make savings where he can, to the grumblings of Temple staff. Your quests for him are generally paid in the form of blessings or token amounts, and by the time of your arrival in the city, Nalvs has reached the point of encouraging Temple faithful to leave their possessions to it, rather than their own family - as seen in the events of Wellness Check.
Nalvs is traditionally minded, and plainly dressed - he will actively remark on the wealth of your own attire during Pilgrimage to the Shrine of Forgiveness, approving of humility, while expecting more in donations from the wealthily dressed. He is not above emotional blackmail of the rich to secure their donations, and during the events of Andothren Charity will ask you to supply the nobility with Cures for Greed, with the implication of refusal being likely to damage their reputation around Andothren.
He is also not particularly kind to those outside of the Tribunal Temple. He will thoroughly reject the idea that a savage Orc should be permitted to worship Vivec, and will think little of the deaths of Ashlanders, peaceable Malacath cultists, or a Mabrigash, during Armun Ashlands Avenger.
Yet at the end of his questline it becomes clear that Nalvs has lost faith. As he puts it:
"I toiled, for decades, just to serve them, and the people of Andothren. Scraped together what we could just to feed ungrateful mouths. Like babes clinging to Lady Almalexia's teats, the poor and wretched suck us dry. But I did my duties, without complaining. And what did I get for it in return? Nothing! Our gods have abandoned us, they have retreated into their palaces, with no regard for our service."
He therefore plans an early retirement with funds embezzled from later donations. Depending on your actions, he may therefore be arrested and killed by Ravur Othravel, in which case his name is blackened, and crimes ended. If however, it is Ravur who is killed, he will put off retirement and return to run the Temple, much in the same way as he did before.
