Samay is a Redguard Mage, and an apprentice at Andothren's guild of mages. He features in two quests for the Mages Guild here - the first being A Shock to the Senses, where you are tasked with allowing Samay to practice his destruction magic on a moving target - an opportunity he at least appreciates enough to reward you for.
However, the Redguard later runs into quite a bit of trouble in Cell Bound, as Janonia Melitus, the Imperial Magistrate for Andothren, explains:
"The summoner? I remember him. The guards say he walked up to the Temple's front doors and conjured a scamp right there. Made it perform some obscene gestures to the faithful watching from the windows. Pled guilty to disturbing the peace and illegal summoning."
The leader of the local Mages Guild, Ethalvora, will task you to release Samay. He is distraught when you achieve this however, and reveals that "I'm about 500 septims in the hole with the Camonna Tong". Assuming he survives being escorted back to the guildhall (and being jumped by the Tong thug Sanvyr Ruthan), Samay will express his solemn intent to not leave the building again.
