Detailed WalkthroughEdit
Your investigations into the skooma trading of the Camonna Tong have intrigued Gordol, and his next job for you is finding their skooma stash in Hlan Oek and obtaining a written ledger concerning their various dealings in narcotics. With Hlan Oek being a Camonna Tong stronghold, the Thieves Guild lacks any presence in the town, and so Gordol stresses that you will be on your own. On your way out of the Limping Scrib, consider talking to Adosi Biran or Banjar Long-Face. Banjar suggests a direct, violent approach, with minimal questions. Adosi meanwhile will advise you to get in touch with the proprietor of the Morning Sun Cornerclub in Hlan Oek for information.
Getting the LedgerEdit
Hlan Oek itself is south of Almas Thirr, on the western bank. You can fast travel there by boat. Once in town, you have a number of options. Asking non-Tong residents about the Camonna Tong's stash is the most direct. With 30+ disposition, the paupers, sailors, fisherman and dockworkers of the town will point you towards the sewers. You can act on this information immediately and explore the Eastern Sewers to find several Camonna Tong guards and a locked door. If you like Banjar's idea of directness, you can kill the guards (taking the key from Dalin Kren's body) and unlock the door to seize your target - the Hlan Oek Code Book - directly. If you wish to free the slaves here while in the lab, the Tong guard inside has the key.
To make things easier, and less fighty, you can instead follow Adosi's advice and visit the Morning Sun Cornerclub. Ralsa Hardil, found behind the bar, has a wealth of information available - if you bribe him after asking him about the stash. He'll note that the local head honcho of the Tong, Lloden Dadrys, has the key to the stash. He'll also recommend investigating Dalin Kren, the stash's guard. To do this, go to the Council Club, and ask any male Camonna Tong member about Dalin Kren. He'll refuse to give info, but will mention a desire for a bottle of Mazte. Buy him one and ask him about Dalin again. He'll let slip that Dalin recently murdered a trader of House Hlaalu, saying that the pawnbroker has the victim's signer ring. Rernel will note that it would be a "damn mess" if the guards found out.
To encourage said damn mess, enter the town pawnbroker and access its basement. Here you'll find a Pawnbroker's Note and an Ebony Signet Ring. Bring both to the captain of the guard, Sidia Uveleth, in the keep at the northwest of town. She'll give you the Caliginy Ring as a reward for your efforts. This will clear the Eastern Sewers of most Camonna Tong guards, allowing you easy access to the level 90 locked door. If you can't crack the door with magic, you can take the key from atop the desk by Lloden Dadrys, on the top floor of the Council Club (most easily accessed via the roof). Then enter the laboratory and take the Hlan Oek Code Book there.
Returning to GordolEdit
Regardless of how you obtain the Hlan Oek Code Book, bring it to Gordol the Scrivener. He'll ask for a day to decipher the code, so return after 24 hours have passed. He'll give you both the original code book and a deciphered version, with the instruction that you should take these to Almas Thirr's Majordomo of the Crossing, Andor Orothi, in order to get the Camonna Tong operation shut down. There's a complication though - as you're about to leave, Adosi Biran warns you of Camonna Tong muscle waiting for you outside, and advises evasive action. You can just kill the two thugs, or else escape their notice (perhaps by teleporting, or leaving via the basement hatch).
Andor Orothi can be found within the Office of Intercession, accessible via Almas Thirr's plaza. Talk to him about the Camonna Tong's ledger. He'll be outraged at the Camonna Tong's abuse of the sacred road, and will promise to apply consequences, with feeling. You can return now to Gordol, who will express both his satisfaction at the breathing room you've afforded for the Guild, and reward you handsomely with a pair of enchanted gloves.
