Thal Ullev is a Dunmer herder in the farming settlement of Felms Ithul. As you arrive, he is in the animal pen dealing with the aftermath of a slave escape attempt that has resulted in a loss of one of the Indoril's prized Velk.
"It's true, we're short a velk. A slave attempted an escape at an inopportune time. He didn't make it very far, but the velk did. There is no punishment to give a slave that can outweigh the loss of a velk, but I did my best on that count. If you find it, bring it back here."
