Orlukh gro-Othmog is after the Khalaan propylon index, which supposedly was last handled by a trader from Arvud. It seems that the cattle who gave him this information expired before they could repeat the trader's full name - Hla- is all you have to go on.
Fortunately, Arvud has very few merchants. Travel there - following the road leading east out of the quarry will take you into the Armun Ashlands and ultimately to a signposted junction that points the way to the town. Find Hlavora Tilvur's store there and ask her about the Khalaan index. She'll direct you to the Ishanuran Camp (and tell you to get out of town). Leave Arvud on the road heading south and immediately head west across the ridge, through the Ernabapalit Camp and continuing west until you reach the Ishanuran.
At the Ishanuran Camp, continue your enquiries. The ashlanders will speak of leaving the propylon index in the palm of their ancestor, in the Ishanuran burial sites. The entrance to these is on the south side of the camp. You'll need to proceed through the Shallow Burial and Deep Burial to the Grand Burial Chamber. The propylon index is here, in the same room as a unique Bonewalker named Marrowhew. It can be found in the hand of the mummy on the south side of the room, on an elevated platform.
Index secured, return to Orlukh gro-Othmog. He will grant you permission to feed on the cattle within Anbarsud, and direct you to the ancient, Varos, who apparently has taken a liking to you.
