After completing the previous quest, High King Emeric will be standing outside the southern gate of Bangkorai Garrison. Talking to him reveals his zeal about continuing the fight, but he is bit pensive; he seems to be fishing for something:

How do you propose we liberate southern Bangkorai?
"One grain of sand at a time, my friend. It's true we don't have the troops to go traipsing off into the desert, but one person can scout Hallin's Stand and see if Septima's there.
If only I had a loyal and capable friend here …."
All right. I can go to Hallin's Stand then.
"Of course! You can go to Hallin's Stand! Fabulous idea!
Yes, my friend. The key to driving the Imperials out of southern Bangkorai will be finding and...eliminating the Magus General. If you'll track Septima down, we'll be halfway done."

Yes, it's true: you are the best hope for liberating southern Bangkorai. Great idea, and thanks for offering! Emeric sends you to Hallin's Stand to search for any clue as to Magus-General Septima Tharn's whereabouts. Once you reach the town, you'll find her office just north of the city's local guildhall of the Fighters Guild. Inside, you'll find three notes to read. They reveal her strong interest in a place called the Hall of Heroes. Head there and you'll meet up with Scout Nadira, just east of Onsi's Breath Wayshrine. Talking with her concludes the quest with a reward.
