Luqman is a Redguard pilgrim found in the city of Sentinel. You can find him at the eastern end of the bazaar, pointing up into a nearby palm tree and looking distraught.

"By Tava's red feathers, I'm sick to death of these monkeys! I buy a brand new fez from the bazaar, and they make off with it."

• Though Luqman mentions buying a fez, no such garment exists in the game, although there is a Pet Monkey Red Vest and Fez children's toy.
