These are found by completing the celebration quests and receiving New Life Gift Boxes from Breda in Eastmarch. Each box has a chance to contain a random recipe. You can complete each quest once per day, for a total of 9 chances daily per character. You can also get these recipes by trading with other players or shopping at Guild Stores, meaning this achievement can be earned even after the event has ended. The recipes needed are:
