A Summons From On HighEdit
Once you have reached the rank of Protector, speak to Neras Hardil about orders. He'll note that the guild has been contracted by Andothren's leading light, Tholer Andas, and that you are to report to the mer's scribe, Ulvys Ules, at the Andas Estate in Andothren. Neras will additionally warn you to follow Tholer Andas' orders to the letter.
The Andas Estate overlooks the city's temple from the southern side of Andothren. Enter the foyer and speak to Ulvys Ules. He'll make reference to a kidnapped courier, seized by bandits. One such, an Orc barbarian named Anbarnag gro-Muk, came to the estate to deliver a ransom, and has been imprisoned instead. Ulvys wishes you to speak to the captured bandit, held in the estate sewers, and recover the location of both the courier and what he was carrying - the Map of Ushu-Dimmu.
Ulvys instructs you to enter the estate's sewers via the entryway in the baths. You can get to the baths by entering the estate's guest quarters, which are down the stairs on Ulvys' left. The door to the sewers is on the east wall of the baths, and can be unlocked using the Andas Estate Sewer Key that Ulvys has given you. Inside the sewers, you will ultimately find Anbarnag gro-Muk, caged and ready for interrogation.
The Interrogation of Anbarnag gro-MukEdit
There are a few ways to wring the needed information from Anbarnag gro-Muk. The most straightforward is simply asking with 75+ disposition, but you're unlikely to find him very amenable to you at first. You can alternatively beat the information out of him - striking him with a weapon until he requests "no more" will reduce him to a more talkative state. Once he's requested you stop, asking him about the kidnapped courier will see him reveal the location.
You can also pretend that you are here to free him, and no agent of the Hlaalu at all. This is a hidden Sway check, and will succeed if you have a sufficiently high combination of Personality, Speechcraft and Luck. It is also positively modified by your Fatigue, and by Anbarnag's Disposition, so try to improve both before speaking to him to improve your chances of convincing the orc.
Flattery is another approach, although will not work if you have previously beaten Anbarnag. This is a hidden Debate check, which relies on a combination of Intelligence, Speechcraft and Luck, along with the same Fatigue and Disposition modifiers. Success will see Anbarnag let slip the fact that is just his brother and him in this operation - saying that they're therefore clearly in over their heads will induce him to reveal his brother's location. Another route to this information is by calling him a moron if you fail the Debate check.
Finally, you can pretend to have the money demanded. He'll demand to see the money - if you have 5,000 you can show it to him, and he will reveal the location of the kidnapped courier. Otherwise, you're out of luck.
Regardless of how you obtained the information, you can head now to the location named - the Dwemer ruin of Mvelthngth-Schel.
The RescueEdit
Travel to Bodrum (you can take the silt strider from Andothren via Omaynis), and leave it via its southwestern road. Ignore the bridge over the river and continue to follow the road as it begins to wind down the slope to the south. You'll soon see a dirt road branching off to the east. The same road may play host to a stalled caravan, if you have not already encountered it. From this junction, head directly south cross country to find the entrance to Mvelthngth-Schel, and the bridge that extends from it. It is atop this bridge that you will find the kidnapped courier, Miron Salen, and his captor, Garonag gro-Muk.
As you approach Garonag, he will challenge you. You will be in effect negotiating for the life of his hostage, but in truth it's only the map that the hostage carries which you need to satisfy Ulvys Ules. If you do want to save the life of the hostage, you have a couple of options. The first is to inform Garonag that you are here to execute him. This will initiate a fight with Garonag but leave the hostage unharmed. The second is to persuade Garonag to back down, which you can do by making any one of a number of dialogue choices and succeeding on the hidden Sway and Debate checks (described above) attached to them, as follows:
"No, let the courier go. That's your only way out of this mess alive." (Debate)
"His blood will be on your hands, not mine." (Sway)
"In a few days, I won't even remember his name." (Sway)
"A job is a job. It's not personal." (Sway)
Finally, you can lie to Garonag, and say that both the gold and his brother are on their way, in which case he will release the hostage.
Regardless of how you approached the situation, either take the Map of Ushu-Dimmu from the hostage's body (if he died), or by speaking to him about it if he survived. From there, you can return to the Andas Estate and speak to Ulvys Ules. Regardless of whether you saved the courier or not, your reward will be a flat (but generous) 2,500 gold. Ulvys Ules will in addition instruct you to speak to Tholer Andas, who is in the Andas Estate: Manor (reachable through the Andas Estate: West Wing).
Speaking to Tholer reveals his disdain for incompetence, the fact that he intends for you to work directly for him now, and completes the quest.
